SUBJECT / RECOMMENDATIONS
Approve the Purchase of the VRTEX 360 Simulator System from Lincoln Electric Company (Sole-Source Provider) and CNC Cutting System from Torchmate, a Subsidiary of Lincoln Electric Company to be Utilized in the Welding Program at Erwin Technical Center (Curriculum and Instruction Division)
EXECUTIVE SUMMARY

We are requesting approval for the purchase of VRTEX 360, which is a virtual reality arc welding training simulator.  It is a computer-based training system designed to supplement and enhance traditional welding training.  The Torchmate X is a computer numerically controlled (CNC) cutting system, which includes computer added design (CAD) software to aid in accurate end products.

This equipment is being purchased for the Applied Welding Technologies program at Erwin Technical Center.  The comprehensive program includes all aspects of the 1,170-hour adult vocational curriculum framework, which prepares students for employment in numerous welding positions at fabrication shops, shipyards, plant maintenance, trailer shops, and building construction.

This equipment is designated as sole-source, as The Lincoln Electric Company and Torchmate, Inc. are the developers and manufacturers; therefore, they are exempt from requesting competitive solicitations by Florida Department of Education (FLDOE) 6A-1.012 Purchasing Policies (12) (d).

FINANCIAL IMPACT (Budgeted:  Yes)
Funds of $92,684.15 will be available in Project 9052.  Direct negotiation saved $7,890.  Funds designated in Specific Appropriation 117A were provided to district workforce education programs to expand, enhance, or develop program offerings that will lead to industry certifications in automotive service technology; cyber security; advanced manufacturing; welding; pharmacy technology; and heating, ventilation, and air conditioning technology.
EVALUATION
A survey of students and advisory committee members will be conducted to seek feedback regarding the impact of this equipment on completion, certification, and job placement of students.
