Approve the Agreement for Technical Services with Dr. Mariann Schmudde for the External Evaluation of the Grant Funded Project, Performance Outcomes with Effective Rewards (POWER 2) Project Funded by the Teacher Incentive Fund III (TIF III) Grant Program (Information and Technology Division)
EXECUTIVE SUMMARY
The Performance Outcomes with Effective Rewards (POWER 2) project is an incentive project.  Highly effective teachers and administrators have the potential to earn a bonus of up to 5 percent of the amount of a beginning teacher’s salary; this is in addition to bonuses from other programs for which they qualify that are funded by the state and Hillsborough County Public Schools. They also participate in prescriptive staff development that is directly linked to individual evaluation results.  POWER 2 also includes enhanced recruitment and retention components, and a multi-audience communication plan.  HCPS bargaining unit, the Classroom Teachers Association (CTA), has been integrally involved in the project and supports it.  CTA is a leader in the performance-based compensation systems discussion at the state and the national level.

Of the $2,082,771 awarded for this program $35,000 has been specifically allocated for this external evaluation.
EVALUATION
All reports required by the funding agency will be submitted to the project manager and the staff of the Department of Assessment and Accountability.  A final report will be submitted prior to final payment.
