Accept the Piggyback of the State of Florida Term Contract #252-500-09-1 - Mainframe and Other Software for the IBM Content Manager On Demand Software Through Midrange Support & Services, Inc. (Information and Technology Division)
EXECUTIVE SUMMARY
The IBM Content Manager On-Demand software, known in the district as E-Reports, is the backbone of how district staff access school and district reports online. It is also the strategic direction for our enterprise report management. The software captures high volumes of computer output and provides instant electronic access to the reports both securely and efficiently. The solution helps the district respond more quickly to customer inquiries, manage access to electronic reports throughout the district, and reduce print, storage and distribution costs as part of an environmentally friendly content delivery solution.

The district has successfully used the software for back-office administration since 2003. This agenda item provides an additional 15,150 licenses for E-reports plus 12 months software support to cover all teachers and extend the 600 full-time licenses for back-office administration.

IBM Content Manager On Demand software is distributed through IBM's Passport Advantage program. The Passport Advantage software is IBM's software license and maintenance offering for distributed software via the State of Florida Department of Management Services agreement # 252-500-09-1.

In accordance with Florida Department of Education, Purchasing Policy 6A-1.012(5) and (10), As required by Section 1001.42(10)(j), F.S., the district school board shall receive and give consideration to the prices available to it under rules of the Department of Management Services, Division of Purchasing. District school boards may use prices established by the Division of Purchasing through its state purchasing agreement price schedule. The district school board is not required to request proposals for purchases made from contracts of the Department of Management Services.

The additional software licenses and 12-month maintenance cost is $157,162.68. This one-time expense will be funded through E-Rate reimbursement funds from the Information and Technology Division funds.  The annual software maintenance renewal thereafter is $57,584.40. The increased maintenance expense will be included in the Information and Technology Division's annual budget.
EVALUATION
Information Services management and staff monitor software utilization to ensure the district efficiently utilizes software licenses and the software use aligns with the strategic objectives of the district.
