SUBJECT / RECOMMENDATIONS
Approve the Agreement for Technical Services with the Hillsborough Consortium for Technology and Education for  Professional Development Training for the Hard-to-Measure Content Areas, Project B (DDA-B) and Project G (DDA-G) (Information and Technology Division)
EXECUTIVE SUMMARY
Through the Race to the Top grant, Hillsborough County Public Schools (HCPS) in 2011-2012 was awarded two grants to create and review assessment items in two Hard-to-Measure content areas. The items to be created and reviewed were for 20 courses in Career and Technical Education and 24 courses in Physical Education/Health Education.

A portion of each of the two grants was dedicated specifically for professional development training for teachers in HCPS and for teachers throughout the state. This professional development is intended to deliver training to teachers on writing items, reviewing the effectiveness of these items and scoring student responses to constructed response and performance task items.  The intent of the grant is to allow an independent provider to present the training to ensure that the participants become more effective item writers, reviewers and scorers.  

 Hillsborough Consortium for Technology and Education (H.C.T.E.) has a solid reputation for providing outstanding professional development in the educational field and is available to provide the district with their services. HCTE would provide 208 hours of training instruction in seven training sessions and would utilize two trainers. 

In accordance with Florida Department of Education, Purchasing Policy 6A-1.012(11)(a), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S. for purchase by district school boards of professional services.

FINANCIAL IMPACT (Budgeted:  Yes)
Funding in the amount of $51,944.76 is provided through the Hard-to-Measure Assessments Grants, Project B (Physical Education and Health Education) and Project G (Career/Technical Education) and will be split between the two projects. The financial impact for each project will be $25,972.38.
EVALUATION
The performance will be evaluated through two sources, which consist of a survey completed by conference attendees and a performance rubric created and scored by the project manager. These two sources will provide a comprehensive evaluation for the effectiveness and value received from Hillsborough Consortium for Technology and Education for this professional development opportunity.
