Accept the Piggyback Between Cross Match Technologies, Inc. and the State of Florida Contract #680-370-07-01 Live Capture Electronic Fingerprinting Equipment for the Purchase of a Fingerprinting System (Human Resources Division)
EXECUTIVE SUMMARY
On June 20, 2014, the Florida Department of Education’s contract with Cogent Systems, Inc., will expire.  This vendor facilitates all fingerprints through the Florida Department of Law Enforcement (FDLE) for the State of Florida.  In addition, the Florida Department of Education will not be renewing any contract for fingerprinting services and the responsibility will now be given to the school districts.  As a result of this action, our district is eligible and will become an approved FDLE Level II background screening provider under FDLE.

Our district has set a go-live date of March 2014.  The services provided to employees, vendors/contractors, volunteers, interns, and charter school employees will not change.  A plan has been developed to purchase the compatible equipment from Cross Match Technologies, Inc., who presently holds the State bid for the necessary equipment and services to support our district plan.  Payment for fingerprinting will only be accepted by money order made payable to the School District of Hillsborough County.  The proceeds paid presently to Cogent will stay with our school district.  The Business Division will deposit all dollars received and make payment to FDLE for the cost of fingerprinting each person.

The fingerprinting equipment will be purchased with non-recurring miscellaneous online auction dollars.  The state bid price is $34,000, and includes all related installation, training, upgrades, and service contract requirements.  The financial impact to the district would be the fees per person presently paid to Cogent; $14 will come directly to the district.  The present fees for a person to fingerprint will not change but the district will be required to make the necessary adjustments if FDLE and/or the Federal Bureau of Investigations (FBI) makes changes in the future to the statewide fee structure.
EVALUATION
Annually, the Business Division will review whether it is fiscally beneficial for the district to continue as a contractor directly with FDLE/FBI or should consider entering into a contract with a vendor approved through FDLE/FBI.
