Accept the Proposal from Chastain-Skillman, Inc. - Request for Proposal (RFP) #13089-MST Environmental Consultant Services (Business Division)
EXECUTIVE SUMMARY
On September 11, 2013, the Procurement Department, in conjunction with the Safety and Risk Management Department, issued an RFP for qualified firms to provide environmental consultant services for the district.  Five firms responded and their proposals were evaluated by a committee of district personnel. The top three vendors were then asked to make presentations.  After review and discussion of the proposals and presentations, the committee recommended awarding to the top-ranked firm, Chastain-Skillman, Inc.

Chastain-Skillman has consistently utilized the district's small business resources through the Office of Supplier Diversity.  A best and final offer was requested and the vendor provided additional line item discounts.  Also, they will be providing ownership access, at no charge ($20,000 value), to their historical database of district environmental projects.    

The initial term of this contract will be for three years, with four one-year renewals.  All prices offered are firm against any increase for at least one year from the effective date.  The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

Funds will be available in the Safety and Risk Management Department budget for environmental consultant services.  Year-to-date expenditures are $273,236 for 2013/2014, and $335,367 for 2012/2013.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the existing contract.
