Approve Appointment of Construction Manager and Design Professional for Middle School TT
EXECUTIVE SUMMARY

A new middle school is included in the approved 2013-2014 Five Year Capital Outlay Plan to support recent and future growth impacting Eisenhower, Shields and Barrington Middle Schools. The school will be built on Balm Road (CR 672), east of US Route 301 in the South County Region on property owned by the School Board. The school will be designed to achieve Leadership in Energy & Environmental Design (LEED) Silver certification, and will open in August 2016 for the 2016-2017 school year. Appointment of a qualified design professional and construction manager for the project is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in each selection for Middle School TT and the organization represented by each.

Ten design professionals and eleven construction managers responded to the solicitation. The solicitation is included in Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated below.

  Ranon & Partners, Inc. to provide design services for a fixed fee of  $1,460,239.
  Allstate Construction Company to provide construction management services for a fixed fee of $979,777.

The total budget for the new middle school is $31,622,837, to be funded by Impact Fees. (Award is subject to approval of the Resolution for Impact Fee Fund Disbursement, recommended separately and concurrently with this agenda item.)
