Approve the Piggyback of the State of Florida Term Contract #DMS-10/11-008B - Mobile Communication Services for a Vehicle Global Positioning System Data Plan Through Sprint Solutions, Inc. (Business Division)
EXECUTIVE SUMMARY
On July 20, 2010, the School Board approved the purchase of a districtwide global positioning systems (GPS) from Synovia, Inc.  The GPS units were installed in district-owned school buses and fleet vehicles.  As part of the negotiations regarding annual operating costs, Sprint/Synovia provided Hillsborough County Public Schools (HCPS)  best pricing for the Sprint data plan utilized by the Synovia hardware.  This service was bid under Request for Proposal #13090-MST Mobile Communications Services, Devices, and Accessories; however, Sprint referred to the State of Florida agreement.  This agreement expires January 18, 2017.   The Superintendent may renew this agreement, in whole or in part, for renewal terms up to five years.

In accordance with the Florida Department of Education (FLDOE), Purchasing Policy 6A-1.012(5), as required by Section 1001.42(10)(j), F.S., the district school board shall receive and give consideration to the prices available to it under rules of the Department of Management Services, Division of Purchasing.  District school boards may use prices established by the Division of Purchasing through its state purchasing agreement price schedule and conditions for use shall be those imposed on state agencies.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds covering HCPS GPS unit data plan will be included in the Transportation Department Budget in the approximate amount of $101,000.  This agreement represents combined cost avoidance and savings of $66,628.32 per year due to decreased data cost and right-sizing based on historical usage.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
