Approve the Purchase of DLM Early Childhood Express Materials to Support the Summer Voluntary Prekindergarten (VPK) Program from McGraw-Hill School Education Group, a Division of McGraw-Hill Education (Sole-Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The Florida Department of Education, Office of Early Learning, requires providers to select curriculum that is developmentally appropriate, designed to prepare students for early literacy, enhances age-appropriate student progress in attaining state-adopted performance standards, and prepares students to be ready for kindergarten based on the statewide kindergarten screening as described in Section 1002.67(2)(b), Florida Statutes. The DLM Early Childhood Express materials have been approved through the VPK Curriculum Approval Process for 2013/2014.  Hillsborough County Public Schools (HCPS) has created a modified package from this full-year curriculum that will meet the needs of our 30-day summer program.  A new HCPS Summer VPK Lesson Plan Manual has been developed to assist VPK teachers in utilizing these new materials most effectively.

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived for the purchase by district school boards of educational services and any type of copyrighted materials including, without limitation, educational tests, textbooks, and printed instructional materials.

Funds of $64,555.40 will be available from Project 4530 - Summer Voluntary Prekindergarten.
EVALUATION
The success of VPK is evaluated each year through the Florida Kindergarten Readiness Screener (FLKRS) which is administered to all public school kindergarten students during the first 30 days of the school year immediately following the summer VPK program
