EXECUTIVE SUMMARY
This contract with Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County, is for the provision of early childhood education and child care services for low-income families.  The terms of this contract are in effect July 1, 2013, through June 30, 2014.  Through amendment #2, the Early Learning Coalition of Hillsborough County provides additional funding for direct child care services in order to reduce the number of school-age children on the waiting list for services and increases provider reimbursement rates for the four year olds and preschool five year old age groups.

The Early Learning Coalition requires the School Board Chair’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the Coalition’s final signature.

STRATEGIC OBJECTIVES
•Â Align the performance management system with the district’s priorities
FINANCIAL IMPACT (Budgeted:  Yes)
The prior total of $38,951,426 is increased by $560,400. Current total funding of $39,511,826 minus the administration cost and earmarked funding for infant and toddler quality enhancement, childcare resource and referral, and intake and eligibility services leaves $33,862,826 for direct childcare services.  At an annual average rate of $4,000 per child, these funds will serve approximately 8,465 children.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law.  The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars.  The flow-through dollars are channeled by the Florida Office of Early Learning.  The School Readiness Program uses these funds to purchase childcare in Hillsborough County.  There is no district-generated revenue used for this purchase.
