Approve the Contract Between Hillsborough County School Readiness Coalition, Inc., D/B/A the Early Learning Coalition of Hillsborough County, Contract #SDHC-VPK1415 (Student Services and Federal Programs Division) | |
EXECUTIVE SUMMARY | |
Under this contract, Hillsborough County Public Schools - Early Childhood School Readiness Program provides the Voluntary Prekindergarten Program (VPK) to eligible Hillsborough County families. Intake and eligibility services are performed for children registering for the program and for child care providers applying to be VPK providers. In addition, monthly payments are disbursed to VPK providers. VPK is a state-funded entitlement program, which provides preschool education for children attaining the age of four by September 1. The terms of this contract are in effect July 1, 2014, through June 30, 2015.
The Early Learning Coalition of Hillsborough County requires the School Board’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the Coalition’s final signature. |

The contract total of $28,163,358 is a state grant, channeled to Hillsborough County Public Schools from Florida Office of Early Learning through the Early Learning Coalition of Hillsborough County. It is required that $27,571,927 be used to provide VPK direct child care costs. The 2014/2015 legislative budget will support the attendance of 4-year-old children, which total approximately 11,431 in the 540-hour school year program at $2,412 per child or approximately 13,443 children in the 300-hour summer program at $2,051 per child; or children enrolled in the specialized instructional services program. | |
EVALUATION | |
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by the Florida Office of Early Learning. The School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase. | |
