SUBJECT / RECOMMENDATIONS
Approve Amendment #3 to Contract #HCPS SR 01 (2013/2014) between Hillsborough County School Readiness Coalition, Inc., D/B/A Early Learning Coalition of Hillsborough County and The School Board of Hillsborough County, FL (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
This contract with Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County, is for the provision of early childhood education and child care services for low-income families. The terms of this contract are in effect July 1, 2013, through June 30, 2014. Through Amendment #3, the Early Learning Coalition of Hillsborough County reduces the total contract payment by $300,000 due to de-obligation of funds being distributed to other counties. This action will not impact the number of children currently served.

The amendment was received on June 11, 2014, and approval from legal counsel was received on June 25, 2014, which results in requesting Board approval after-the-fact.

The Early Learning Coalition of Hillsborough County requires the School Board Chair signature as the subcontracted agency to acknowledge acceptance of this contract prior to the Coalition’s final signature.

STRATEGIC OBJECTIVES
•Â Align financial resources to support the district’s strategic goals
FINANCIAL IMPACT (Budgeted:  Yes)
The prior total of $39,511,826 is decreased by $300,000. Current total funding of $39,211,826, minus the administration cost and earmarked funding for infant and toddler quality enhancement, child care resource and referral, and intake and eligibility services, leaves $33,862,826 for direct child care services.  At an annual average rate of $4,000 per child, these funds will serve approximately 8,465 children.  This action will not impact the number of children currently served.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by the Florida Office of Early Learning. The School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
