SUBJECT / RECOMMENDATIONS
Approve the Subagreement Between The Wallace Foundation and Hillsborough County Public Schools (HCPS) for Services Associated with the Implementation of the Hillsborough Principal Pipeline Principal Supervisor Project (Administration Division)
EXECUTIVE SUMMARY
In 2011, HCPS was awarded a 5-year, $12.5 million grant funded by The Wallace Foundation in support of the establishment of the Hillsborough Principal Pipeline.  The six pipeline districts, which includes HCPS, are receiving additional funding to support the work of principal supervisors known as Area Leadership Directors (ALDs).  HCPS will use the funding to provide continued professional development and coaching to ALDs to improve and enhance their performance on a new set of principal supervisor competencies.  Funding will also be used to shift the role of principal coach to a combined role of coach and ALD support.  The role of principal supervisor is a key lever for improving principal effectiveness, which is why the Principal Supervisor Project is so important to our Principal Pipeline efforts.
STRATEGIC OBJECTIVES
• Recruit, develop, and retain a highly effective, diverse workforce • Align the performance management system with the district’s priorities • Align financial resources to support the district’s strategic goals
FINANCIAL IMPACT (Budgeted:  Yes)
Funding for this project is provided by The Wallace Foundation in the amount of $500,000.  HCPS will accept funds from The Wallace Foundation as outlined in the subagreement.  The details regarding the budget may be found in Appendix B of the agreement.
EVALUATION
Under the terms of the grant, The Wallace Foundation is responsible for project evaluation.  The Wallace Foundation contracts with an external, third-party organization that conducts an independent evaluation.  HCPS personnel work in collaboration with the external organization to provide the required reporting by the deadlines outlined in Appendix A.
