SUBJECT / RECOMMENDATIONS
Accept the Statement of Work (SOW) with Battelle for Kids (BFK) (Sole-Source Provider) to Promote a Deeper Understanding for Teachers and Principals in Value-added Analysis, Implement Voluntary Student Perception Surveys, and Provide Formative Instructional Practices to Effectively Differentiate Instruction for all Students  (Information and Technology Division)
EXECUTIVE SUMMARY
For three years, BFK has partnered with Hillsborough County Public Schools to provide strategic consulting and training.  During the 2013-2014 school year principals and educators received building-level added-reports; over 740 teachers administered Student Experience Surveys to capture student feedback in non-cognitive areas at the classroom-level around five themes (Hope, Engagement, Belonging, Rigor, and Classroom Management) to provide a snapshot of where students were in their learning experience; and a group of teachers participated in a blended learning online suite of courses called Formative Instructional Practices (FIP).

For the 2014-2015 school year, BFK will provide building leaders with tools and materials to support critical conversations among leaders and with teachers. BFK will also work closely with HCPS to develop clear and concise messaging about new assessments being introduced in Florida. The Student Experience Survey will again be offered to all second-year teachers, and will be available to all teachers throughout the district on a volunteer basis. BFK will also provide intensive consulting services to three schools through a FIP Your School campaign. This will include a dynamic communication plan, on-site professional development, access to FIP for all teachers in the building, and implementation of surveys to be used to gauge the effectiveness of the overall implementation.

On July 26, 2011, the Board approved to accept and contract with Battelle for Kids. The result was a master development and services agreement. Batelle for Kids is designated as sole-source and owns the copyright to all tools, training materials, and professional development. This purchase is exempt from requesting competitive solicitations by Florida Department of Education 6A-1.012 Purchasing Policies (11)(b).
