Approve the Amended and Restated Memorandum of Understanding (MOU) Between the University of South Florida Board of Trustees (USF) and Hillsborough County Public Schools (HCPS) for the Tampa Bay Educational Partnership (TBEP)
EXECUTIVE SUMMARY
On November 8, 2011, a MOU was approved by the Board and signed by the President of USF. Due to personnel changes and a focus on the full university involvement beyond the College of Education, an amended and restated MOU was developed, approved, and signed by the Board on July 17, 2012, and signed by the President of USF. Due to a change in USF reporting structure and the widening of the scope of the TBEP, an amended and restated MOU has been developed.

This five-year MOU serves to further enhance and expand the successful alliance between HCPS and USF. The TBEP will operate under the general direction of the Superintendent and the Provost and Executive Vice President of USF. The responsibility for facilitating activities generated under the TBEP will reside with a liaison designated by the Provost and Executive Vice President of USF. The liaison will work in close collaboration with deans and associate deans of USF colleges to identify and facilitate the submission and implementation of research projects and grants and will also facilitate collaboration across the USF colleges. The liaison will act as the initial point of contact for proposed projects and identify key USF persons for involvement in projects with HCPS. Additionally, the liaison will assist in identifying resources at HCPS, USF, and in the community at-large and will facilitate the process to obtain letters of support.

The attached amended and restated MOU outlines in detail the responsibilities of each party. In addition, a copy of the MOU approved by the Board on July 17, 2012 is attached.

The partnership will be entered into at no cost to the district. The salary of the TBEP liaison will be funded through USF.
EVALUATION
The efficacy of the TBEP will be evaluated annually allowing HCPS and USF to amend the scope of work and establish continuation of the TBEP to meet the evolving needs of both institutions.
