Approve First Amendment to License Agreement Between the School Board of Hillsborough County and United Way Suncoast, Inc. at Sulphur Springs Elementary School

EXECUTIVE SUMMARY

On September 16, 2008, the School Board of Hillsborough County entered into a License Agreement with United Way Suncoast, Inc. to allow United Way use of a portion of property located at Sulphur Springs Elementary School to develop and construct a community center.  The center provides programs and services that include a family resource center, parent education and enrichment, information and referral services, adult education, family literacy, employment and training, free tax preparation, legal information workshops, financial education classes and volunteer programs.

United Way has requested permission to expand their current space with the addition of a modular building that will include, but not be limited to, two offices, work area and meeting/conference space.  It is in the best interest to have the School Board be responsible for the administrative, design, permitting and construction of the building, with United Way reimbursing the School Board up to $225,000 for the design and construction costs.  Any costs over the budgeted amount will need written permission from United Way prior to work commencing.  The School Board will donate administrative and permitting services.

With the financial investment by United Way, they have also requested the term of the License Agreement be extended to May 31, 2024.

FINANCIAL IMPACT (Budgeted:  No)

Approval of the First Amendment to the License Agreement between the School Board of Hillsborough County and United Way Suncoast, Inc. will have no financial impact to the School Board other than staff time.  United Way will reimburse the School Board for all costs up to $225,000 for the design and construction costs of the additional modular building at Sulphur Springs Elementary School.  Any additional construction costs will be approved in writing by United Way prior to work commencing.
