Approve the Piggyback of Bid #SDOC-14-B-075LH:  Playground Equipment, Surfacing & Installation Between Top Line Recreation, Inc. and The School District of Osceola County, Florida for the Purchase and Installation of Sunshades

EXECUTIVE SUMMARY

To provide additional options and competition in sunshade purchases, staff proposes to piggyback The School District of Osceola County, Florida bid #SDOC-14-B-075-LH with Top Line Recreation, Inc. through expiration of the agreement on May 19, 2016.

Florida Department of Education (FLDOE) rule 6A-1.012 allows purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices.

The School District of Osceola County, Florida bid pricing (attached) includes a 25% discount off list prices for sunshades. Top Line Recreation, Inc. has previously provided favorable pricing for several shade installations.

Top Line Recreation, Inc.'s agreement with The School District of Osceola County, Florida includes an option for renewal for an additional two-year term. The Superintendent is authorized to approve an extension of the District's use of the agreement through the term of any renewal executed by The School District of Osceola County, Florida.

Expenditures for sunshade purchases were $867,548.55 for FY 2013 - 2014. Sunshades are typically funded by a combination of donated, school and District matching funds.
