Accept the Proposal from Easter Seals Florida, Inc. - Request for Proposal (RFP) #14024-DST Teen Parent Child Care Services (Business Division)
EXECUTIVE SUMMARY
On March 26, 2014, the Procurement Department issued a Request for Proposal (RFP) to obtain child care services for teen parents as a drop-out prevention strategy.  The district abides by Florida Statutes to provide educational and ancillary services to facilitate the teen parents’ completion of high school. Child care services will be provided for the teen parent programs at Simmons Career Center, South County Career Center, and D.W. Waters Career Center, in accordance with all conditions and standards of the Hillsborough County Child Care Ordinance and Florida Administrative Code Child Care Standards.

Easter Seals was the only qualified respondent to this RFP.  When there is only one respondent, direct negotiations can be made without a committee.  Obtaining a more comprehensive and detailed proposal for pricing and services enables the district to document adherence to the new standards and procedures, as well as keep pricing in line with historic models and the Gold Seal Child Care standards.

The initial term of this contract will be for a one-year period, effective October 1, 2014, with four one-year renewals.  The Superintendent is authorized to approve any renewals, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funding for these services is held in Project 5334.  Expenditures were $609,119 for 2013/2014, and $523,865 for 2012/2013.  With this RFP, the district has negotiated a reimbursement for actual cost contract that should save approximately $300,000 per year.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration Team must first give consideration to the specifications and supporting data of the expiring contract.
