Approve Purchase of Torchmate CNC System Plasma Educational Package from The Lincoln Electric Company (Sole-Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
We are requesting approval for the purchase of Torchmate 4’ x 4’ Computer Numerically Controlled (CNC) System, which is a plasma torch computer-based training system designed to supplement and enhance traditional welding training.  The Torchmate is a CNC cutting system, which includes computer added design (CAD) software to aid in accurate end products.

This equipment is being purchased for Technical Agriculture Operations programs at Alonso, Durant, Newsome, and Riverview High Schools.  The comprehensive program includes all areas of welding within the four-year framework and prepares students for employment in numerous welding positions after graduation or further education.  This equipment will make it possible to expand, enhance, and develop program offerings that will lead to industry certification in Technical Agriculture Operations, which will be available at the end of the 2014/2015 school year.

This CNC System is designated as sole-source, as The Lincoln Electric Company and Torchmate, Inc. are the developers and manufacturers; therefore, they are exempt from requesting competitive solicitations by the Florida Department of Education 6A-1.012 Purchasing Policies (12) (d).

FINANCIAL IMPACT (Budgeted:  Yes)
Funds of $72,653 will be available in Project 2728. Funds of $1,658 will be available in Project 6250. Direct negotiation saved the district 5 percent on the total cost. 
EVALUATION
A survey of the students and advisory committee members will be conducted to seek feedback regarding the impact of this equipment on course completion, industry certification, and job placement of students.
