Approve the Agreement for Technical Services with Prismatic Services, Inc. (Tatia Prieto) for the Evaluation of the Title III Improving Language Instruction Grant (Information and Technology Division)
EXECUTIVE SUMMARY
The purpose of Title III Part A Supplementary Instructional Support for English Language Learners (ELLs) Grant under the Authority of 84.365A Title III, Part B, Improving Language Instruction is to ensure that limited English proficient students develop English proficiency and meet the same academic content and academic achievement standards expected of all children. Funds support the implementation of language instruction educational programs that carry out activities that use approaches based on scientific research. HCPS is responsible for meeting annual measurable achievement objectives established for ELL students and annually measuring the English proficiency of ELL students. The grant evaluation activities include data analysis for the development of a comprehensive program evaluation report for the 2014-2015 program year.  

The Provider, Prismatic Services, Inc. will perform evaluation services as a third party project evaluator for the Title III, Part A: English Language Acquisition grant for the School District of Hillsborough County. Tatia Prieto of Prismatic Services, Inc. has performed an annual evaluation of the program since 2009-2010. The grant evaluation activities include data analysis of ELL student progress including results from the Comprehensive English Language Learning Assessment (CELLA) and FCAT performance scores. The evaluation will help HCPS district program director determine project performance in terms of areas in which the grant program implementation has exceeded expectations and areas in which further attention or revision is required for program improvement. The report will serve to provide a comprehensive program evaluation in compliance with funding agency requirements.

Of the $3,295,264 awarded to the district for the implementation of Title III, $10,000 has been allocated for the external evaluation portion of the grant.
EVALUATION
A final evaluation report will be submitted to the district.
