Approve the Renewal Purchase of Renzulli Learning Site Licenses from CompassLearning, Inc. (Sole-Source Provider) for the 2014/2015 School Year  (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
We request approval of the renewal subscription purchase of licenses for 4,200 non-Title I and 2,900 Title I elementary gifted students. The licenses include unlimited web-based access to: Renzulli Learning Profiler to analyze student interests, learning styles, and expression styles; student, teacher, manager, and parent portals; differentiated database of age-appropriate resources searchable by Florida Standards; and differentiated projects, assignments, unit supplements, and E-Portfolio. Renzulli Learning is based on 35 years of research by Dr. Joseph Renzulli, University of Connecticut. Differentiation features within Renzulli Learning correlate with effective teacher behaviors included in the Hillsborough County Public Schools Teacher Evaluation Instrument. Analysis of Renzulli Learning indicates that 97 percent of gifted teachers view the product as a valuable learning tool and have provided nearly 34,500 differentiated learning experiences to gifted students. 

CompassLearning, Inc. is designated as sole-source and is the copyright proprietor of the Renzulli Learning site licenses.  Therefore, this purchase is exempt from the requesting competitive solicitations by the Florida Department of Education 6A-1.012 Purchasing Policies (11) (b).

FINANCIAL IMPACT (Budgeted:  Yes)
Budgeted funds of $34,800 are available from Title I and funds of $50,400 are available from Supplemental Academic Instruction, general fund.
EVALUATION
Analysis will include examining usage of specific Renzulli Learning features and effective teacher behaviors as determined by the district Teacher Observation Instrument.
