Approve Interlocal Agreement Between the School Board of Hillsborough County and Hillsborough County to Provide Water and Wastewater Service for the Old Lutz Schoolhouse Adjacent to Lutz Elementary School

EXECUTIVE SUMMARY

Hillsborough County is the owner of the Old Lutz Schoolhouse located adjacent to Lutz Elementary School.  The County has requested permission from the School Board of Hillsborough County to reconnect into the potable water supply at Lutz Elementary and continue use of the school's wastewater service for the Schoolhouse building.  The County will be responsible for the installation, operation and maintenance of the water line and connection. 

The Citizens of the Old Lutz Schoolhouse lease the building from the County and the Citizens have an agreement with the School Board to allow overflow parking for school faculty, staff and parents.  The Citizens of the Old Lutz Schoolhouse also partners with the school to hold field trip events at the Schoolhouse for students.  The County has recently purchased additional land on the north and northwest side of the Schoolhouse site, which will also become available as additional overflow parking to Lutz Elementary and the school will benefit from the many jointly scheduled events.

County staff has scheduled submission of the Interlocal Agreement to the Hillsborough County Board of County Commissioners at the BOCC's November 13, 2014 regular meeting.

The Interlocal Agreement has been reviewed and approved by both the County Attorney and School Board General Counsel as to form and consistency.

Hillsborough County will be responsible for the cost of the installation, maintenance and operation of the potable water connection for the Old Lutz Schoolhouse adjacent to Lutz Elementary School and for the recording fees of the Interlocal Agreement.  The benefits of school usage of this facility will offset the minimal water charge that may be incurred.
