Approve Purchase of Automotive Trainer Equipment from Consulab (Sole-Source Provider) for the Automotive Program at Bowers/Whitley Career Center (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
We are requesting approval of the purchase of Consulab automotive trainers, which are hands-on automotive system simulators designed to supplement and enhance traditional automotive training. The trainers replicate late model vehicle system operation allowing students to apply their automotive knowledge and critical thinking skills to troubleshoot real-world vehicle faults.

This equipment is being purchased for the automotive program at Bowers/Whitley Career Center.  The comprehensive program includes all areas of automotive within the Florida Department of Education (FLDOE) Maintenance and Light Repair framework and helps to prepare students for employment in numerous automotive positions after graduation or further education.  It will also help students to grasp the concepts that are necessary to achieve the Florida Automobile Dealers Association (FADA) Technician Industry Certification that will be available at the end of the 2014/15 school year.

In accordance with the FLDOE, Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements. When a district school board believes that commodities or contractual services are available only from a single source as specified by the FLDOE, the district school board may negotiate on the best terms and conditions with the single source vendor.

Funds of $69,372 will be available from the Carl D. Perkins Grant - Project 2728.
EVALUATION
A survey of the students and advisory committee members will be conducted by the program supervisor to seek feedback regarding the impact of this equipment on course completion, industry certification, and job placement of students.
