Approve the Local Child Care Funds (LCCF) Contract #LCCF SR 01-15, Between Hillsborough County School Readiness Coalition, Inc., D/B/A the Early Learning Coalition of Hillsborough County (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides a portion of the required 6 percent match for the School Readiness Program making it possible to draw down $13,522,317 in federal funds and $1,000,000 matching Child Care Executive Partnership Program (CCEPP) state funds. These funds provide child care and early education services for children from income-eligible families. This contract earmarks funds as follows:  $811,339 towards the required 6 percent match for School Readiness child care services; $1,000,000 provides child care through the CCEPP for children, ages birth to age 8, and their siblings up through age 12, including children whose parents are in higher education/training programs; $14,000 provides care for children, ages 9 to 12, of homeless families referred through Metropolitan Ministries.  The term of this contract is October 1, 2014, through September 30, 2015.  The School Readiness Program office received the final contract in December, which results in requesting Board approval after-the-fact.  

The Early Learning Coalition of Hillsborough County requires the School Board Chair's signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the Coalition’s final signature.

FINANCIAL IMPACT (Budgeted:  Yes)
The contract total is $1,825,339 combined with the federal draw-down of $13,522,317, and 100 percent matching CCEPP state funds of $1,000,000 will be used to provide direct services for approximately 4,087 children through September 30, 2015, at an average annual rate of $4,000 per child.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition, as prescribed by law.  The funding for Early Learning Coalition of Hillsborough County is provided by the Children’s Board of Hillsborough County.  There is no district-generated revenue used for this purchase.
