Approve the Agreement for Technical Services with Cross and Joftus, LLC (Administration Division)
EXECUTIVE SUMMARY
In order to develop a comprehensive principal pipeline, the district has worked with Cross and Joftus the past three years to develop a competency framework to include selection and hiring tools, as well as performance and program rubrics.  Consultants from Cross and Joftus have also led training for school and district leaders and have supported the implementation of district systems for succession planning and hiring of principals.

The next contract with Cross and Joftus will be implemented as the district moves into phase four of the Wallace Principal Pipeline initiative.  In this phase, Cross and Joftus will support the revision of all program rubrics to align with the changes the district made to the school leader competency model. They will also help revise selection systems to support the assessment of the competencies.  They will provide new scenarios, questions and rubrics to use when assessing candidates as they enter the Future Leader Academy and the Preparing New Principals Program.

Finally, consultants from Cross and Joftus will develop tools and provide training to Area Leadership Directors to support quality observations and feedback conversations with principals regarding their performance.

Funding for this project will be paid from the Wallace Grant in the amount of $278,000.
EVALUATION
The work with Cross and Joftus will be evaluated in the following ways:  clear alignment between competencies and all rubrics and selection tools, feedback from selection teams and candidates, and feedback from Area Leadership Directors regarding training outcomes and readiness to assess principal performance.
