Approve the Agreement for Technical Services with the National SAM Innovation Project (NSIP) (Administration Division)
EXECUTIVE SUMMARY
The National School Administration Manager (SAM) Project is a process that helps principals direct a greater percentage of their time toward teaching practice, student learning, and school improvement, rather than management responsibilities by helping them delegate time-consuming activities involved with being a building manager to other staff members. The project brings together efficient and cost-effective tools, training, and strategies to help principals focus more time on instructional leadership.  Principals who have been involved in the SAM Project across the country have demonstrated consistent growth in student achievement in their schools. 

Hillsborough County Public Schools is moving into a third year of SAM project implementation.  There are currently 120 principals engaged in the SAM process.  The training for a SAM principal and SAM team lasts for three years and includes pre- and postdata collection, use of a time track calendar, and ongoing professional development.  This contract will support the 120 principals from cohorts two, three, and four that are moving into their second and third year of the project, as well as allow the district to fund training for a new cohort of 30 principals.

Over 90 percent of principals engaged in the SAM process have stated that it has changed their practice.  At the end of this school year, cohort one will have three years of data that will allow the district to analyze impact on teacher practice and student achievement.  Program sustainability will also be an outcome of the contract.

Funding for this project will be paid from the Wallace Grant in the amount of $420,120.
EVALUATION
In order to evaluate the impact of the SAM Project, we will track principal time spent on instructional leadership activities in their schools compared with teacher performance data and student achievement data.  We will track this data over time.
