Accept the Proposal Submitted by Bright House Networks, LLC - Request for Proposal (RFP) #15002-DST Wireless Systems E-rate (Business Division)
EXECUTIVE SUMMARY

On January 21, 2015, the Procurement Department, in conjunction with the Information Technology Division, issued an RFP for wireless systems. To evaluate this RFP, firms were asked to provide their operational approach, capability, experience, cost and value, and small business utilization.  Proposers were asked to respond to a variety of items including:  Turnkey Solution; Products and Installations, or Managed Lease.  Thirteen proposals were received and the committee reviewed key points, individually rating each firm by solution offered. 

Managed Lease was selected to provide a comprehensive solution to include the hardware, installation, support, and management of the wireless infrastructures at the middle and high schools.  The Managed Lease Solutions will provide a higher capacity and reliable wireless network.  Current district staff will be able to focus resources on the elementary schools, while middle and high schools will be managed by Bright House.

FINANCIAL IMPACT (Budgeted:  Yes)
The district will fund 20 percent of the cost with the remaining dollars provided by E-rate. For the fiscal year 2015/2016, funds of $400,000 will be available in Project 5092 and will be due upon completion of deployment. Recurring Managed Lease expenses will be $360,000 each year for five years. The district's total cost for fiscal year 2015/2016 expenditures is estimated at $760,000. If full E-rate funding is not available for any reason, the district reserves the right to defer or cancel any agreements entered into at the district’s discretion.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
