Approve Renewal Agreements for Educational Services with Building Trades Apprenticeship/Preapprenticeship Committees, Erwin Technical College, 2015/2016 (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
We request approval of the renewal of Agreements for Educational Services to continue to provide training for 14 building trades apprenticeship committees and two preapprenticeship committees.  For more than 23 years, the district has had active educational agreements with the building trades apprenticeship committees for adult job training programs.

The apprenticeship committees are compensated $2,000 for each Occupational Completion Point (OCP) earned the previous year by each program which has an established performance record for earning OCPs. Only instructor wages will be reimbursed for the Ironworkers Preapprenticeship Program. The contracted funds are used to cover instructor salaries/benefits; program promotion; instructional materials and supplies; equipment upgrade, replacement, and repair; other supervisory and administrative costs to include, but not limited to, lease expenses for classroom facilities and equipment, travel, mileage, conferences, and professional meetings.

Estimated funds of $1,624,005 will be included in the divisional general operating budget. The apprenticeship training programs generate Workforce Education funds that cover all district direct and indirect expenses for the programs.
EVALUATION
During the 2014/2015 school year, approximately 1,049 apprentices attended classes.  The quality of the programs is evaluated annually for compliance with the Florida Department of Education and the Federal Bureau of Apprenticeship Training. Student achievement is evaluated by the number of OCPs earned.
