Approve the Exceptional Student Education (ESE) Policies and Procedures (SP&P) Document for 2014/2015 through 2016/2017
EXECUTIVE SUMMARY
The attached ESE SP&P provides a framework for the district’s day-to-day operating procedures, for the provision of a free appropriate public education to students with disabilities.  The contents of the ESE SP&P align with current State Board of Education Rules, State statutes, the Individuals with Disabilities Education Act (IDEA) and the implementing regulations for the IDEA (found in the Code of Federal Regulations at Section 300 of Title 34).    

Development of the attached ESE SP&P document utilized a collaborative process which included the input of parent representatives of students with disabilities, district personnel from a variety of departments within the Division of Student Services, and personnel from the Florida Department of Education (FLDOE) Bureau of Exceptional Education and Student Services (BEESS).  The FLDOE provides a template to the district with required language and information.  The district then enters optional, district-specific content, as allowable, on a limited basis, and only with the pre-approval of the FLDOE.           

The attached ESE SP&P requires the signature of the Superintendent verifying that the document has been approved by the School Board; and that no changes have been made subsequent to the approval by the FLDOE.

• Increase promotion rates at all grade levels and the percentage of high school graduates
FINANCIAL IMPACT (Budgeted:  Yes)
State and federal funds are used to provide the services included in the SP&P document.
EVALUATION
Federal law mandates that the FLDOE must monitor and provide oversight to the district in its implementation of the ESE SP&P.  The district complies with the monitoring system activities, directed and coordinated by the FLDOE.
