Approve the Reorganization of the Roofing Department and Support Personnel of the Facilities Maintenance Support Department

EXECUTIVE SUMMARY

Facilities Maintenance Support: Proposed changes are intended to bring a level of expertise to their roofing team which will include a career ladder for advancement in-line with other Maintenance Departments.

  • In 2011 the Facilities Maintenance Support Department (FMS) received three Multi Trades Worker (MTW) 5 positions and one MTW 7 position from the three unit maintenance departments.  These positions were utilized as roofers to help maintain the District’s 26,000,000 square feet of roofs.  This action allowed FMS to hire employees with the roofing expertise, stimulating quicker response to repairs.  In turn, the three maintenance areas were relieved of roof repair responsibilities, offering them the opportunity to focus on other general maintenance requirements.  

    • Unfortunately, due to the lower position’s hourly wage scale, FMS has encountered difficulty in hiring and keeping people with solid roofing experience. 

    • At present we have a MTW 7 that orchestrates daily assignments to the MTW 5 workers.  Such supervisory duties are not defined in the MTW 7 job description. 

    • A need to create a Specialist 3 position to assist the FMS manager with the growing demands and responsibilities of the department including, but not limited to roofs, general water intrusion, orchestrating services of architects and engineers, quality control, personnel issues, document validation and the District’s Five Year Plan.

  • Intent - The three MTW 5 positions would be reclassified to three MTW 7 positions more in line with like duties in the roofing industry.  The one MTW 7 position would be reclassified to a MTW 8 position which is in line with the supervisory duties identified in the MTW 8 job description. Create a Specialist 3 position and through attrition eliminate the Maintenance Repair Supervisor position.

    • FMS has a vacant position that can be utilized to off-set all additional costs associated with the new positions.

  • This reorganization will create a career ladder within the department conducive for growth in FMS and also be more in line with hourly wages in the roofing contractor field.

The reorganization of the Facilities Maintenance Support Department will represent an annual savings to the District of $15,544.32.
