Approve Appointment of Construction Managers and Design Professionals and the Use of Impact Fees for Classroom Additions and Remodeling at Alonso and Newsome High Schools, and Appointment of a Construction Manager and Design Professional for a Classroom Addition at Sulphur Springs K-8 Community School

EXECUTIVE SUMMARY

Appointment of qualified design professionals and construction managers is required for several projects. Additional capacity is required at Newsome and Alonso High Schools to support population growth in the areas surrounding each school. A 20 classroom addition adding 500 student stations is proposed for each site. The project scope at each site will also include remodeling of the existing cafeteria and administrative suite to provide additional dining capacity and staff offices, and expansion of existing parking. Additionally, the previously approved conversion of the Sulphur Springs facility to a K-8 school requires additional classrooms to support new requirements for grades six through eight. A total of 16 classrooms are planned, including two science labs, a computer lab, and a multipurpose room accommodating art, music and orchestra requirements. A separate design professional and construction manager is proposed for each project.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in each selection and the organization represented by each.

Eight design professionals and twelve construction managers responded to the solicitation. The solicitation is included in Attachment B.  Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated on Page 1.

The total budget requirement for design, construction and capital equipment acquisition for each high school addition and remodeling project is $9,500,000, to be funded by Impact Fees.  The total budget requirement for the Sulphur Springs addition is $6,000,000, to be funded by District Capital Outlay:  Local Millage. The proposed design and construction management fees listed on Page 2 are included within these budget requirements.
