Approve Amendment #1 of the Local Child Care Funds (LCCF) Contract #LCCF SR 01-15, Between the Hillsborough County School Readiness Coalition, Inc., D/B/A the Early Learning Coalition of Hillsborough County and The School Board of Hillsborough County, FL (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides a portion of the required 6 percent match for the School Readiness Program making it possible to drawn down $21,855,650 in federal funds.  These funds provide child care and early education services for children from income-eligible families.  The term of this contract is October 1, 2014, through September 30, 2015.  Amendment #1 increases the contract payment for direct services (child care slots) by $500,000 to maintain the number of children served.  

The Early Learning Coalition requires the School Board’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the Coalition’s final signature.

STRATEGIC OBJECTIVES
FINANCIAL IMPACT (Budgeted:  Yes)
The prior contract total of $1,825,339 is increased by $500,000.  Current total funding is $2,325,339 combined with the federal draw-down of $21,855,650 and 100 percent matching Child Care Executive Partnership Program (CCEPP) state funds of $1,000,000 will be used to maintain direct services for approximately 6,295 children currently being served through September 30, 2015, at an average annual rate of $4,000 per child. 
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law.  The funding for this contract is provided by the Early Learning Coalition of Hillsborough County and the Children’s Board of Hillsborough County.  The School Readiness Program uses these funds to purchase child care in Hillsborough County.  There is no district-generated revenue used for this purchase.
