Approve Consolidation of Pepin Academies and Pepin Transitional School
EXECUTIVE SUMMARY
Charter legislation includes a provision for charter schools operating under the same governing board to consolidate.  In accordance with Florida Statute 1002.33(7)19(c), "a charter may be modified during its initial term or any renewal term upon the recommendation of the sponsor or the charter school's governing board and the approval of both parties to the agreement.  Modification may include, but is not limited to, consolidation of multiple charters into a single charter if the charters are operated under the same governing board and physically located on the same campus, regardless of the renewal cycle."

Pepin Academies, Inc. is requesting a consolidation of Pepin Academies, a 3rd-12th grade program and Pepin Transitional School, a program for 18-22 year old students for educational and fiscal purposes.

Attached is the letter from Pepin Academies, Inc. requesting the consolidation.

STRATEGIC OBJECTIVES
• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods • Motivate students to become responsible learners • Challenge and support all students with an appropriate curriculum • Demonstrate best financial practices • Promote a culture of safety, which is free from harassment, bullying, and aggression • Demonstrate "best practices" in all aspects of safety including students, employees, visitors, facilities, transportation, and health • Construct and maintain facilities that create an environment conducive to teaching and learning
FINANCIAL IMPACT (Budgeted:  Yes)
The charter school's projected enrollment of 705 students will generate $8,548,116.03 in Florida Education Finance Program (FEFP) funds. The school district retains a 5 percent administrative fee for up to and including 250 students ($96,359.97) of FEFP funds to offset services provided by the district. The school also receives approximately $256,977 in capital outlay funds from the Florida Department of Education.
