Approve Letter of Engagement with HBEC Group, Inc. for Continuation of Professional Services Related to State Budget Financial Analysis and Government Relations (Government Relations)
EXECUTIVE SUMMARY
Since 2007, Hillsborough County Public Schools has maintained a professional services agreement with HBEC Group, Inc. for the services of Dr. James Hamilton. In order for our school district to continue to be proactive in our budgeting process, Dr. Hamilton tracks, analyzes, and reports on Florida Revenue Estimating conferences. These revenue conferences shape the state budget and analysis of this information is critical to our district for budget planning. 

Additional services provided include but are not limited to: 

  • Attendance at Regular and Special Sessions of the Florida Legislature,
  • Written reports on and analyses of state budget information related to Regular and Special Sessions of the Florida Legislature,
  • Attendance in substantive committee meetings (as requested) related to Regular and Special Sessions of the Florida Legislature,
  • Other reports as requested related to Regular and Special Sessions of the Florida Legislature and,
  • One-on-one consultation as requested with School Board members, Superintendent, and district staff. 

If approved, services will continue on July 1, 2015, through June 30, 2017.

FINANCIAL IMPACT (Budgeted:  Yes)
HBEC Group, Inc. compensation will remain at $60,000 per year to be paid in monthly installments of $5,000 per month for 24 months. Service under this agreement is provided July 1, 2015, through June 30, 2017.

Either party may cancel this agreement with a 30-day written notice. As per this agreement, HBEC Group, Inc. will be responsible for all customary travel expenses including housing, gasoline, airline transportation, rental car, parking, and meals associated with the services provided to the district.
