Approve the Agreement with Hillsborough County, Florida and the Purchases Covered Within for Hillsborough County Manufacturing Academy Workforce Development Initiatives (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The Hillsborough County Manufacturing Academy Workforce Development Initiatives is being established to provide operational and support services for the delivery of manufacturing related workforce training initiatives for high school and postsecondary students, graduates, and residents in the Hillsborough County Manufacturing Academy Program.  Special emphasis will be on the recruitment of minorities, women, and veterans.  These initiatives address the manufacturing skills gap by raising awareness of manufacturing opportunities in Hillsborough County, and preparing students for careers in manufacturing and engaging the private sector in providing on-the-job training opportunities for students.

As part of this agreement, funds are available to enhance the Engineering program at Middleton High School; the Welding Technologies program at Hillsborough, Jefferson, and Tampa Bay Technical High Schools; the Industrial Machinery Maintenance and Repair program at Brewster Technical College; and the Machining Technology program at Armwood High School.  The purchase of all supplies and equipment will be covered under existing contracts or will be under the Board approval threshold of $50,000 with two exceptions. The Machining Program equipment for Armwood High School was approved as part of item A6.05 at the School Board meeting on May 5, 2015. The welding simulators from Lincoln Electric are sole-source and this purchase is no more than $181,000.

In accordance with the Florida Department of Education (FLDOE) Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements.

Signatures from Hillsborough County, Florida will be obtained after this agreement is presented to their Board on June 3, 2015.

FINANCIAL IMPACT (Budgeted:  Yes)
Funding of $325,000 for this project is provided by Hillsborough County, Florida over 3 fiscal years. In addition, up to $100,000 will be made available from various Career and Technical Education budgets for this initiative.
EVALUATION
A survey of the students and advisory committee members will be conducted to seek feedback regarding the impact of this equipment on course completion, industry certification, and job placement of students.
