SUBJECT / RECOMMENDATIONS
Recommend the SERVE Organization Move from a Direct-Support Organization to a Hillsborough County Public Schools (HCPS) Division (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
To ensure our district complies with Florida Statutes Section 1001.453, we recommend the SERVE Program be brought in-house as a district department.  This Florida law authorizes existence as a direct-support organization to benefit or provide assistance to a government entity. This will solve the issue of any cash payments being made to direct-support organizations.  A "direct-support organization" is a Florida corporation not-for-profit incorporated under the provisions of Chapter 617 of the Florida Statutes. 

SERVE has been a direct service provider for HCPS and their operations have and will continue to fully support HCPS.

HCPS will absorb SERVE’s personnel and provide support and assistance for the transition and dissolution of SERVE starting in the 2015/2016 school year.

FINANCIAL IMPACT (Budgeted:  Yes)
SERVE’s proposed annual budget of approximately $243,551 will be funded through a variety of HCPS programs including Adult Education, Hillsborough County Public Schools Out-of-School Time (HOST), Voluntary Prekindergarten Program (VPK), and the Safety Grant.
EVALUATION
HCPS will annually evaluate and monitor the effectiveness of the voluntary management program.
