Approve Purchase of Expert 21 from Houghton Mifflin Harcourt (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The Expert 21 curriculum is designed to challenge, accelerate, and enrich sixth, seventh, and eighth grade students who are enrolled in developmental reading courses. The curriculum is developed as inquiry-based learning focusing on explicit instruction in reading, writing, and thinking preparing our students for twenty-first century expectations.  Expert 21 provides students with opportunities to read both printed text and digital text through a web-based learning environment. The program provides students with exposure to online computer-based assessments while allowing teachers to monitor student achievement through embedded formative assessments. This curriculum purchase includes a five-year technology subscription to Expert Space Scholastic Reading Inventory (SRI), Skills (computer component), product support and hosting, and professional development for teachers including face-to-face training, in-classroom implementation support, and online professional development courses.

The Expert 21 curriculum from Houghton Mifflin Harcourt is exempt from the bidding process per Florida Department of Education 6A-1.012 (11)(b) purchasing policy as copyrighted materials.

• Increase promotion rates at all grade levels and the percentage of high school graduates
FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $74,845 are available from the Comprehensive Reading Plan budget, Project 4526.
EVALUATION
Student impact from program usage will be monitored through the program's quarterly online assessments, the district's formative and progress monitoring assessment, and by review of student outcome data at the end of the school year.
