SUBJECT / RECOMMENDATIONS
Approve the Purchase of Comprehensive English Language Learning Assessment (CELLA) from Accountability Works (Sole-Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
CELLA Online is approved by the Florida Department of Education as an instrument to assess the English language proficiency of K-12 students in the district to determine eligibility for services in the Programs for English Language Learners (ELL). Accountability Works provides the following:

  • identification and program placement for ELL,
  • enhanced diagnostic breakouts that support data-driven instructional decision making,
  • access to CELLA Connections, including targeted, research-based instructional activities that teachers can use to improve the language skills of ELL, and
  • data useful for charting individual progress over time.

Accountability Works is designated as sole-source and is the exclusive distributor of all CELLA Online products.  Therefore, these purchases are exempt from requesting competitive solicitations by the Florida Department of Education 6A-1.012 Purchasing Policies (11) (b).

• Align financial resources to support the district's strategic goals
FINANCIAL IMPACT (Budgeted:  Yes)
Funds of approximately $55,000 are available from the ELL Part I budget, Project 6006.
EVALUATION
The effectiveness of CELLA Online will be measured by use of diagnostic content, scale scores, trends, and gain scores of ELL.
