Approve the Master Services Agreement and Statement of Work with Vision Computer Programming Services, Inc. (Vision) (Sole-Source Provider) for Consolidated Campus Information System (CIS) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
This Statement of Work for the Hillsborough Technical Colleges’ CIS is for enhancing the current solution for accessing and managing postsecondary student data.  

Vision will consolidate data from the systems currently used at our Technical Colleges and establish a unified Hillsborough Technical College CIS.  Redundancy in development efforts is eliminated thereby reducing future development and support costs.  Using a single CIS version improves campus to campus compatibility allowing for easier long-range planning and cross-campus support.  Accuracy in reporting instructional hours to the state will help to ensure that the district is funded at the optimum level.  Consolidated CIS will also ensure that all Hillsborough Technical Colleges accurately fulfil the guidelines set forth by the Federal Student Aid Office, a part of the U. S. Department of Education, in an efficient manner.

In accordance with the Florida Department of Education (FLDOE) Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements. When a district school board believes that commodities or contractual services are available only from a single source as specified by the FLDOE, the district school board may negotiate on the best terms and conditions with the single source vendor.

Funds not to exceed $222,600 are provided by Workforce Education funds.  Vision will receive payments for services on a monthly basis upon receipt of invoices for completed work with no additional fees for travel or per diem expenses.
EVALUATION
The Workforce and Continuing Education Department will oversee and monitor the conduct of these services, including the review of the deliverables and the organization of district resources needed for this project.
