Accept the Lowest and Best Bid Submitted by Superior Communications and Security, Inc. - Invitation to Bid (ITB) #15109-MST Infrastructure Communications Failure - Supplemental Maintenance and Repair (Non-Proprietary Systems) (Business Division)
EXECUTIVE SUMMARY
This bid was prepared at the request of the Communications and Electronics Department to establish fixed pricing for supplemental repair and maintenance of district telephone and security systems.  Award of this contract shall be to the lowest responsive and responsible bidder, as specified in the bid.  This recommendation has been reviewed by the Communications and Electronics Department Manager.

The initial term of this contract will be for a one-year period, with four one-year renewals, subject to negotiations and mutual agreement.  The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

Attachment 2 Scope of Work is added as additional information. Attachment 2 is revised.

FINANCIAL IMPACT (Budgeted:  Yes)
Year-to-date expenditures are $20,680 for 2015/2016 and $142,101 for 2014/2015.  Due to a reduction in hourly rates, the district will save approximately $28,000 over the previous year's expenditure.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
