Approve the Recommendation Regarding the Purchase of Voyager Passport Reading Journeys III (Sole-Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY

As required by School Board policy, when the amount of a purchase provider is $50,000 or more, the Board is to be notified. The requirement for requesting competitive solicitations for the purchase of any type of copyrighted materials including, without limitation, printed instructional materials, computer software, DVDs, disc or tape recordings where such materials are purchased directly from the producer or publisher, the owner of the copyright, an exclusive agent within the state, a governmental agency or a recognized educational institution is waived, as authorized by Florida Department of Education rule 6A-1.012 (11)b purchasing policies.

 

In 2010, the Board approved the county adopted instructional materials, Passport Reading Journeys III. The publisher of these products is Voyager Sopris Learning. The curriculum focuses on building the necessary foundational skills and increasing students’ vocabulary and comprehension skills. This program is designed to remediate reading deficits for our level 1 tenth grade readers. Our past success rate with the Voyagers intervention program, when implemented with fidelity, is 60-70 percent of the students making annual gains on FCAT 2.0 and increasing the students’ average Lexile level by a minimum of 2 grade levels.

 

The materials and licenses include the following: teacher edition, instructional DVD, student anthology, student consumable book, online ongoing progress monitoring, and online licensing for individualized student comprehension builder.

FINANCIAL IMPACT (Budgeted:  Yes)
The purchase totaling $106,142 is budgeted in Project 4526, Reading Allocation Categorical.
EVALUATION
The student impact from the program usage will be progress monitored through the program’s quarterly online assessments, the district’s formative and progress monitoring assessment, and by review of student outcome data at the end of the 2015/2016 school year.
