EXECUTIVE SUMMARY
Approval is requested to accept the Florida Department of Education (FLDOE) grant award to the Boy Scouts of America, Gulf Ridge Council and Hillsborough County Public Schools (HCPS) for the implementation of the LFL program at 33 elementary schools.  The purpose of the program is to foster students’ desire to be successful academically and behaviorally in elementary school and throughout their academic careers.  This is accomplished through presenting to students counselor-facilitated character lessons based on classroom needs and teacher feedback and utilizing such strategies as enhanced instruction, mentoring, and training.

HCPS has partnered with the Boy Scouts of America, Gulf Ridge Council since 1998 to implement this program.  During the 2014/2015 school year, 3,436 LFL lessons were delivered and approximately 14,000 students received at least 1 LFL lesson.

STRATEGIC OBJECTIVES
• Motivate students to become responsible learners • Promote a culture of safety, which is free from harassment, bullying, and aggression
FINANCIAL IMPACT (Budgeted:  Yes)
Funding for this program is provided by the FLDOE.  HCPS was awarded $265,813 for the 2015/2016 LFL grant (Special Revenue Funds), Project 2992.  Of this amount, the Gulf Ridge Council has been allocated $217,583 for services related to the implementation of this program.  The $48,230 difference will be utilized by HCPS for supplies ($16,940) and stipends ($31,290) for project facilitators at each site to compile and submit project data for evaluation purposes.
