Approve the Agreement for Technical Services with the C. E. Mendez Foundation, Inc. (Student Services Division)
EXECUTIVE SUMMARY
Upon approval, the Agreement for Technical Services will continue the partnership between The School Board of Hillsborough County, Florida, (HCPS) and the C. E. Mendez Foundation, Inc.  In an effort to support the mental health and well-being of students within HCPS, the C. E. Mendez Foundation has maintained a partnership for several decades.  The C. E. Mendez Foundation provides training and resources for drug prevention and character education, which focuses on conflict resolution, anger management, respect for self and others, and effective communication.  Trainings will be offered to School Climate Transformation Grant sites during the 2015/2016 school year.  Each training will promote the usage of curricula for Tier two and Tier three interventions to be delivered by student services personnel.  As a component of the School Climate Transformation Grant, HCPS is expanding the partnership with the C. E. Mendez Foundation to train key mental health staff and instructional leaders in five Climate Grant project schools for year two in the use of Too Good for Drugs and Too Good for Violence curricula.  The schools receiving this training are Greco Middle School and Ippolito, Just, Robinson and Schmidt elementary schools. The Climate grant also will provide the Celebrating Healthy Choices curriculum from the C. E. Mendez Foundation for elementary students.  This curriculum offers a developmentally appropriate approach to teaching young children the goal setting, decision-making, problem-solving, and communication skills needed to build self-confidence and develop healthy friendships at the elementary level.

Too Good for Drugs and Too Good for Violence is designated as a model program by the Substance Abuse and Mental Health Services Administration and rated by the National Registry of Evidence Based Programs and Practices.

Funds in the amount of $23,750.00 will be available in the School Transformation Climate Grant (Special Revenue Fund). For tracking purposes, the project number specific to this agenda item is 2711. As of Tuesday, October 27, 2015, the remaining balance less encumbrances for this line item equaled $226,157.39.
EVALUATION
Under the terms of the grant, an external evaluator contracted by HCPS, will evaluate the project, providing annual reports to the project directors, the Assessment and Accountability Department, and the United States Department of Education.  Copies of the report and the final evaluation report will be provided to the Assessment and Accountability Department annually.
