Recommend the Teaching Tools Employees of the Hillsborough Education Foundation (HEF) Move to the Hillsborough County Public Schools (HCPS) Deputy Superintendent's Division (Deputy Superintendent) No Attachments will be Added
EXECUTIVE SUMMARY
As a follow-up to the Auditor General Finding regarding direct-support organizations, the relationship between HCPS and HEF, this agenda item and process will answer the outstanding audit issues. To ensure our district complies with the Florida Statutes Section 1001.453, we recommend the Teaching Tools Program be brought in-house as a district department starting January 1, 2016. By Florida law the existence of a direct-support organization is to benefit or provide assistance to a government entity. A direct-support organization is a Florida corporation not-for-profit incorporated under the provisions of Chapter 617 of the Florida Statutes.

HEF has been a direct support organization for HCPS and their operations have and will continue to fully support HCPS.

To ensure district compliance with the Florida Auditor General’s Office and Florida Statute 1001.453, we recommend the Teaching Tools Program employees be transferred to the Deputy Superintendent’s team starting January 2016.  The four employees will continue their day-to-day work duties at the Teaching Tools Store and the Store remains in the hands of the Hillsborough Education Foundation.  The school district will be taking over the administrative duties of the employees to include processing and paying the payroll, sick/vacation forms, jury duty items, etc. 

The Teaching Tools Store is fully owned, operated and maintained by the Hillsborough Education Foundation. 

The Teaching Tools Store provides free school supplies year-round to economically disadvantaged students attending Hillsborough County Public Schools designated as Title I. The Store currently serves 140 Title I schools.

FINANCIAL IMPACT (Budgeted:  Yes)
As the initiative of the Teaching Tools Store supports our Title I schools, Title I funds will be used to fund this team. From January 1, 2016 – June 30, 2016 the amount of Title I funds to be used equals $131,381.25.  As of December 1, 2016 2015, the amount remaining in project 3057 Title I totals $23,469,798.51 $10,554,801.48.
EVALUATION
HCPS will annually evaluate and monitor the effectiveness of the teaching tools program.
