Accept the Lowest Responsive, Responsible Bids Submitted by Multiple Vendors - Invitation to Bid (ITB) #15168-MST Chiller Condenser Coil Replacement (Business Division)
EXECUTIVE SUMMARY
This bid was prepared at the request of the Heating, Air Conditioning, Ventilation (HVAC) and Energy Management Services Department to establish fixed pricing for the replacement of condenser coils for 19 chiller units at 10 school sites throughout the district.  Replacement of the condenser coils is a maintenance requirement for proper operation of the chiller units.  

Award of this contract shall be to the lowest responsive, responsible bidders as specified in the bid.  The HVAC and Energy Management Services Department Manager has reviewed this recommendation.  The term of this contract shall remain in effect until completion of the project. All prices offered are firm against any increase for at least one year from the effective date.

FINANCIAL IMPACT (Budgeted:  Yes)
This is a one-time purchase.  Funds are available in the HVAC and Energy Management Services Department Project 8597 Mechanical-Roofing Repairs. As of December 10, 2015, the remaining balance in Project 8597 less encumbrances is $2,807,945. Funds will be transferred to the receiving sites upon placement of the purchase orders. Utilizing the ITB process, the district will realize a cost avoidance of $66,031 from the prices originally quoted for this service.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are performed annually or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
