Approve Change Order No. Two for Heating, Ventilating, and Air Conditioning (HVAC) Air Distribution System Renovation of Building One at West Shore Elementary School
EXECUTIVE SUMMARY

A previously approved District Facilities Five Year Work Program provided for renovation of the HVAC air distribution system in the main building at West Shore Elementary School. District staff selected Phoenix Engineering Group, Inc. from the approved Continuing Services Consultants list to provide design services.  On March 24, 2015, the Board awarded a contract for construction to Air Mechanical and Service Corp.  The scope of work included replacement of ductwork; new ceilings; and new energy efficient interior fluorescent lighting.

Following disconnection of utilities and demolition of interior ceilings required for the renovation, unforeseen electrical and structural defects requiring correction prior to reoccupancy of the affected spaces were discovered. The demolition also revealed that metal ductwork scheduled to remain required significant more joint sealing than anticipated to reduce air leakage to design levels. To insure availability of classrooms for the upcoming school opening, District staff issued Construction Change Directives (CCDs) pursuant to Board policy to authorize replacement of the main electrical distribution panel and the required structural repairs and duct sealing.  The policy requires that normal change order procedures be followed after issuance of a CCD. The change order also includes reconciliation of Owner Direct Purchase and Owner Contingency and a credit for custodial overtime as required by the contract. As the cost of the change order exceeds $100,000, Board approval is required.

A time extension of seven days is included for completion of the additional work.

Funds in the amount of $1,441,402.85 will be available in the Local Millage. For tracking purposes, the project number specific to this agenda item is 8100, 8111, 8140. As of Friday, December 11, 2015, the remaining balance less encumbrances for this line item equaled $39,604.41.
