Approve Florida Retirement System (FRS) Reclassification of the Chief of Schools
EXECUTIVE SUMMARY
Effective January 1, 1990, appointed School Superintendents became compulsory members of the Senior Management Service Class (SMSC) of the FRS, under the Florida Statute Section 121.055. As of January 1, 1994, the statute was amended to allow school districts to designate a limited number of additional positions to be included in the SMSC. Eligible positions are to be full-time non-elective, managerial, or policy making. The Senior Management Service Class benefits school districts by providing greater flexibility with respect to the contract status of employees at that level. The benefits to the SMSC covered employee are a shorter vesting period and 2% service credit per year.

Hillsborough County Public Schools is adding the Chief of Schools classification to the SMSC designation under FRS. This change will be retroactive to July 1, 2015.

Funds in the amount of $20,244.00 will be available in the General Fund. For tracking purposes, the project number specific to this agenda item is 9999. As of Thursday, January 14, 2016, the remaining balance less encumbrances for this line item equaled $156,067.00. The additional cost to the District will be the difference between the regular contribution rate and the SMSC contribution rate (currently 7.26% and 21.43% respectively), applied to the Chief of Schools’ salary. The cost of the retirement contribution, based on the salary of the Chief of Schools, will be $20,244.00.
