Approve the Agreement for Technical Services with The National Center for the Improvement of Educational Assessment, Inc. (NCIEA) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
NCIEA will provide training and support to a cadre of reading and language arts supervisors, academic coaches, and teachers in the writing and revision of interim and summative assessment items for grades 6-10 reading and language arts courses. The purpose of the project is to create a standards-aligned bank of interim and summative assessment items and to build teacher capacity in item writing and revision. 

Phase one of the project will focus on teaching the Hillsborough County Public Schools (HCPS) cadre members to use the Florida Standards Assessment's Achievement Level Descriptors and Item Specifications to evaluate passages and to write multiple-choice items and constructed-response items for interim and summative assessments. The HCPS cadre members will then be trained to write multiple-choice items and constructed-response items for interim and summative assessments. 

Phase two of the project will begin in January 2017, after the first administration of the summative assessment items. The provider will analyze the constructed-response items used in the first semester summative assessments and will assist the HCPS cadre in creating district specific item writing specifications. In June 2017, the provider will train the HCPS cadre on how to revise multiple-choice items based on item response findings.

Funds in the amount of $109,840.00 will be available in the K-12 Comprehensive Reading Plan budget. For tracking purposes, the project number specific to this agenda item is 4528. As of Monday, February 8, 2016, the remaining balance less encumbrances for this line item equaled $606,500.00.
EVALUATION
Interim and summative assessment items will be field tested in December 2016. Item results will be analyzed and revised based on item response findings. The Director of K-12 Literacy will monitor the performance of NCIEA and will review the Scope of Work status during bi-monthly program review meetings with the middle and secondary literacy supervisors.
