SUBJECT / RECOMMENDATIONS
Approve the Memorandum of Understanding (MOU) with the Tampa Housing Authority and City of Tampa Partners to Implement the Tampa Promise Zone Strategy for the Tampa Promise Zone (Deputy Superintendent)
EXECUTIVE SUMMARY
The School Board of Hillsborough County, FL, the City of Tampa, and the Tampa Housing Authority is applying for a Federal Promise Zone Designation for a high poverty community in the urban core. The federal government partners with local leaders to increase economic activity, improve educational opportunities, leverage private investment, reduce violent crime, enhance public health, and address other priorities identified by the community. The program is not a grant and does not provide any direct funding assistance.  The designation allows communities priority access to federal investments that align with community needs and resources to strengthen the capacity of the Promise Zone initiatives.  The Promise Zone application requires a signed MOU establishing the roles, responsibilities, and reporting requirements of each partner for the 10-year designation. The City is acting lead for the The Promise Zone designation submission; the Mayor's signature will follow pending City Council's approval on Thursday, February 18.

The partners are in agreement to work towards achieving the following outcomes in the Tampa Promise Zone.  The partners further agree to create a continuum of solutions that are aligned with the desired outcomes.

  • Young children are ready for school
  • Children and youth are succeeding in school
  • Neighborhoods are safe
  • People have a choice to live in a range of mixed-income, mixed-use neighborhoods
  • Children and families are healthy
  • Residents enjoy attractive, safe and dynamic parks, plazas and public spaces

• Demonstrate best financial practices • Demonstrate "best practices" in all aspects of safety including students, employees, visitors, facilities, transportation, and health • Construct and maintain facilities that create an environment conducive to teaching and learning

The designation will allow the partners priority access to federal investment opportunities that align with community needs and resources to strengthen the capacity of the Promise Zone initiatives.
