Approve Proposed Attendance Boundary Changes for Stowers, Bevis, and Pinecrest Elementary Schools and Refinement of Stowers, Bevis, Pinecrest and Fishhawk Creek Elementary Schools Boundaries

EXECUTIVE SUMMARY

This item consists of two parts: Part A (pages 1-5) and Part B (pages 6-13). Part A proposes the reassignment of students from Stowers to Pinecrest and Bevis Elementary Schools (see map on page 5). This boundary change is necessary due to continued growth in the area, which is causing overcrowding at Stowers Elementary. A community/parent meeting was held on February 9, 2016, to apprise the community of the proposal and collect comments and concerns. After the meeting, a revision to the proposed boundary change was prepared by staff that postpones any reassignment of students from Stowers into Boyette Springs. This portion of the proposal will be revisited in the fall 2016 in order to assess the actual student enrollment in the Gifted Center at Boyette Springs, monitor enrollments at area schools, and update growth projections. The recommended reassignment of students from Stowers Elementary to Pinecrest and Bevis Elementary Schools will be effective in August 2016.

Part B (pages 6-13) of this agenda item will simply realign adjacent attendance boundary lines to coincide with the land parcel lines, which will simplify and clarify the boundaries for the 2016-17 school year. Many times the attendance boundary lines will split parcels of land between multiple schools. No students or addresses will be reassigned to a different school as a result of this realignment. This recommendation assists the District in moving to a more accurate parcel based system instead of relying exclusively on the street network addresses, which can be unreliable at times and ineffective for newly constructed residential developments.  

The final recommended attendance boundary lines for all the schools are located on pages 15-18.
